Slabtown Survey

The NWDA Slabtown Committee is organizing a series of four community-driven, public planning workshops that are scheduled for Wednesday, January 6; Tuesday, February 2 (changed from Feb. 4); Thursday, February 25; and Thursday, March 18. The objective of these workshops is to develop a community vision and one or more masterplan concepts for the Slabtown area.

Note: Workshop No. 2, originally scheduled for February 4 will be held on Tuesday, February 2, at the NW Neighborhood Cultural Center from 6 to 8 pm.

Workshop No. 1 on January 6 was a big success. Nearly 100 people attended the workshop to share their ideas and priorities for the community plan. Additionally, more than 100 people completed the Slabtown online survey. Results of the workshop and survey have been shared with the U of O student designers who will present initial masterplan concepts at Workshop No. 2.

Meeting Summary:

The majority of the meeting was dedicated to planning community Workshop #1, now scheduled for Wednesday, January 6, from 6 pm to 9 pm at the Northwest Neighborhood Cultural Center. The meeting date was changed so as not to conflict with the College Football National Championship game on January 7.

Workshops #1 will run from 6 to 9 pm. The Committee is concerned about the duration of the meeting but it is believed three hours will be required to allow for significant public input and community participation. After brief opening remarks by Co-Chair Ron Walters, the workshop will proceed to a 30-40 minute slide presentation to provide attendees with the most basic of background information about the planning process and important considerations. The presentation and public input will be organized into 8 topic areas designed to facilitate and focus participation and comment. Each of the topic areas will be prepared and presented by a Slabtown Committee member or other interested resident:

Neighborhood History – Dan Volkmer
Portland/Planning – Dan Volkmer & John Bradley
Neighborhood Character – Don Genasci & Steve Pinger
Community Needs – Juliet Hyams & Ron Walters
Business – Peggy Anderson
Housing – Noel Johnson & Ron Walters
Transportation – Greg Aldrich
Sustainability – Mary Czarnecki & Craig Boretz

Members will prepare several slides as appropriate for their topic area and then present their overview in 4 minutes or less during the Workshop #1 slide presentation. The group recognized that the timing and number of presenters is ambitious but believes it is achievable if presenters are well prepared. Proposed slides will be reviewed by the Committee at the December 17 Slabtown meeting.

After the slide presentation, Fran Goldstein will facilitate a public forum intended to solicit public ideas and preferences in the 8 topic areas above. The process is well planned but will be somewhat flexible because the number of attendees is unknown and could range from a small group to many dozens of participants. “Air time” will depend on the number of attendees. After public input is generated and summarized on flip charts, all attendees will be invited to apply “sticky dots” to the flip charts to indicate their priorities and preferences.

Committee Co-chair Don Genasci’s University of Oregon student architects will attend the workshop and use the public input, flip chart data, and additional public feedback received via an online survey to create draft master plans that will be the starting point for public input at Workshop #2 on February 4.

The last 10 minutes of the meeting were spent discussing ideas for a postcard-style flyer that can be distributed throughout the neighborhood. The Committee believes strong attendance at the workshops is important to generate a broad range of good ideas as well as establish a greater degree of community consensus regarding the vision and master plan (or plans) that come out of the workshops. To that end, the Committee intends to advertise the workshops as aggressively as possible with the resources available. Committee members weighed in on various postcard designs and messages. Postcards are expected to be printed in time to distribute at the December 10 PDC URA meeting at the Lucky Lab.

John Bradley is preparing a press release and a template for a letter that will be sent to numerous city officials that the Committee would like to see in attendance. Ron Walters is working on developing an online survey that will allow people who can not attend the workshops to provide input online. Brian Bramlett is working on an online “map” of relevant reference materials. The Committee will review these items at the December 17 meeting.

The final 2009 meeting of the NWDA Slabtown Plan Committee will be held Thursday, December 17, in the Legacy Good Sam Northrup Building first floor conference room at 2282 NW Northrup Street, near the corner of NW 23rd Avenue, from 5:30 pm to 7:00 pm.

Co-chairs Don Genasci, Ron Walters, and others expect to meet and prepare as needed between December 17 and January 6 to make final workshop preparations. Don Genasci will be out of town until December 29 but available via email. If you need a quick reply to questions, you should contact Ron at ronaldjwalters@hotmail.com.
