Bradley—announcements: 19th & Johnson pulled until March.
Need someone to go on Dec. 18 Preapp conference for old Dove Lewis site. ‘Bland’.
Theisen, Walters can attend.
Also went to preapp conference Type II for Lutheran Church, with ramp changes. Didn’t get the idea they were actually going to put more people there. Rose Haven support group for battered women and children, a large number of meetings are held there for various groups.
They were concerned we didn’t like the front of the building and that neighbors had dropped a dime on them, requiring expensive LU review. 40 walk-ins per day plus others. I said we didn’t have a problem with that usage, did suggest that the ramp would be better served with a lift rather than a lot more concrete, they said they would consider it.

Also went to City Wide Land Use Group, Mayor Adams was there. General discussion of Portland Plan. The seventh meeting on this I’ve been to, no closer to knowing what they’re doing. On the ground look at a more ‘holistic strategic plan’, how do buildings relate to schools, economy etc. The problem I see is that I don’t think they have the tools in place to do this. Done by Planning, and they work block by block with FAR etc. Sam’s big things:
47% of people who reach 8th grade get lost, don’t graduate.
Not sure how this is tracked. Westerman notes it doesn’t count GRE’s or those who drop to go to college.
32% survives on minimum wages or is unemployed.
A million people coming to the area by 2035.
Some talk about breaking city into planning districts.

Pinger—one thing I did pull out of this was Christine G’s comment that there’s a need to re-establish the mission and he’s seen the neighborhood associations more marginalized, not entirely external. Thirty years ago there were more things to galvanize, nows the time again.

Theisen—Re the new building on 16th—where’s the street plan? Pettygrove would at least have some plan for the corners. We should at least reach to to the case planners & PDOT to say this plan is out there. We have been concerned that this wouldn’t be applied soon enough, but may get some crazy local improvement district.

Bradley—last announcement: has been asked to sit on the task force for Major League Soccer and PGE Park. I did accept. A lot of money riding behind this—tremendous amount. Owner of Beavers and Timbers has offered to purchase major league franchise for $40 million, wants City to foot the bill to redo PGE Park for a soccer layout, with turf, and wants a smallish 8000 seat stadium somewhere—Lents, and T1 have been suggested. $65 million investment.
Westerman—no-lose for him.

Bradley—12-13 teams average 16,000 per game, high 22,000. Market sizes vary greatly. Seattle, Kansas City, Colorado, etc.

Stapleton—more important thing coming up, court argument about PDC funds & David Douglas.

Bradley—several people have asked if we will comment on Skidmore district height increase proposal. Bill Welch specifically requested that we look at this, even though we don’t usually dabble in these questions.

Type II, 1323 NW 16th. Eastern Edge Subarea, 99,000sf storage with ground floor commercial tenants. Concrete with stucco, 2-color pattern vertical metal panels, each side different pattern access from Pettygrove and Overton, on-site manager, signs, historic FAR transfer.

Site is currently surface parking lot. Doesn’t need a lot of parking, delivery trucks & customer access. Took a more urban approach, to internalize these functions. Though along elevated freeway, want to improve pedestrian frontage. On north end of C portion of NWD Plan.
Buildings here are supposed to screen the neighborhood from the freeway. Can get bonuses for FAR, then also height to 150′. At 58′ now. Also supposed to link areas. Within a couple blocks of streetcar lines. We’re right at the edge of the area compromised by the freeway.
Pedestrian overlay is to the south, down 16th and jogs over to the other side of the street.
Allen Jones: in the corner, we have the office, caretakers area. Along the street 500 sf active-space style units.

16′ one-way drive aisle into building, stair corridors on perimeter. Maximized glazing on the outside perimeter. (Minimum required 12′ drive aisle, gave extra for turning radius and is narrow for larger vehicles.) Curb cut is 16′, 20′ entrance includes pedestrian walkway.
8′ sections of CMU wall.

Genasci—couldn’t these be between the units?

Jones—Structural engineers said it needed to be closer to the outside.
Coupled entrances, glazing, wall sections alternated.

Kimura—we took two-color metal pattern, no to draw too much attention. Brought the 8′ sections up through the skin. Flush panel and vertical stripes to break over bay. There is some offset, recessed, extruded frame piece. Flush panels extend 3”, plus fin projections. 5.5” shadow projections.

Stuhr—what’s in the packet has been change from horizontal to vertical aspect of skin.
Ground floor active use is not required, pushed up 12′ and pushed back to exceed these standards.

Kimura—canopies/projections extend to protect pedestrians. Three types, 10′ tall, protect over entries. Overall extension starts as 6” trim, comes along and turns into canopy over main office entry on 16th with signage, and along Pettygrove over main garage entry.

Genasci—no natural lighting upstairs?

Stuhr—5X5, 10×10 storage areas without windows.

Trevor Jones—because broken up into small areas, won’t work. The lights are split into bays with occupancy sensors, 5 minutes duration.

Bradley—re programmatic. These sometimes become magnets for street people, daytime sleeping.

Stuhr—inside or outside? Both. Always a sensitive issue, need the canopies and doors not swinging into public ROW. Didn’t hide the offices inside, there will be eyes on the street. Should be monitored.

Jones—Drive aisle closes at night.

Bradley—North of Lovejoy Pearl Plan and NWDP call for Pettygrove to be a green street. Emphasis on pedestrians and bicycles. This, as presented, shoots the hell out of that. Not yet applied, but it is legislated in the Pearl District already.

Stuhr—we’re set back 12′, required is only 8′. Street trees and canopies are there for pedestrians. We have met with PDOT about future requirements for green street, they haven’t worked these out yet.

Jones—we chose to come into this from the North, with lobby in most Pedestrian street. We could look at bike parking.

Theisen—programmatically, we don’t imagine the future of Pettygrove encouraging auto usage, we’ve submitted lots of material to them as has the Pearl, that there could in future be no curb cuts, street inaccessible from certain turn directions.
1. Access from Pettygrove problematic, 2. How would you react to pushing the boundaries of the green street. Have heard that the money is in the Pearl and development will come there first; our only ability is to work with developers to respect the intent. PDOT hasn’t helped us with our options. Given your resources and our limited resources, can we work together on this.

What happens with an exit on 16th, L-shape.

Genasci—we’re proposing 2-lane greenstreet with narrow width, restrictions on lane width, so you have to negotiate as you drive, to give preference to bicycles and cars. This would be restrictive to your entrance on Pettygrove.

Stapleton—one of the goals of the storage units is to maximize storage space. You have a long drive-though, and since it’s cut down to 13′, you’ll limit access from taller U-Haul vehicles. You might look east-west, or even back in, and double ground floor storage spaces.
Arrange the use of vehicles since it’s daytime use for the most part.

Stuhr—we’re trying to pull these uses off the street.

Stapleton—there’s only one elevator, doesn’t look like you’re planning on a lot of vehicles at a time

SO, we’re hearing that you’d like us to look at access orientation, and to go to PDOT to find more about the greenstreet proposals.

Vrilakas—how many vehicle trips per day?

Bradley—has some experience with this; only a small bay at the one by 24-hour. Rarely full on a Saturday with only three spots in the bay.

Stuhr—low impact business.

Westerman—re greenstreet, entrance or exit on Pettygrove makes a difference, and whether it’s easier to get in, or to get out on a narrow street.

Stuhr—this is balanced against 16th being a major traffic street. Hypothetically, if we were to favor a street, the message is to favor Pettygrove.

Westerman—that trash is central to building is excellent.

Stuhr—needs to be wheeled out to street, because of site elevation at south it comes down to 12′ where garbage trucks would not fit.

Jones—14-15′ ceilings, but pinched at garage door.

Genasci—escape stairs orientation: wonders if it’s possible to turn these, does mess up the circulation upstairs.

Pinger—amplifies what’s been said already: laudable that this is an urban version with services inside. Pettygrove greenstreet last meeting with Planning and PDOT, the constriction proposed is tentative, but they were interested in pursuing as a pilot the corner treatments. The segment in our neighborhood and especially at this end is where corners have more impact than mid-block.

Westerman—expanded corner use could have another type of business, retail.

Holst—it’s tough with the freeway, noise.

Pinger—changes to facade, this idiom not exactly my thing, preferred earlier…
You can write a letter to Jeff Joslin on that.
Holst: In this climate the last thing you need is another grey building.
Westerman—the counter is that other buildings that are grey disappear into the sky.
Kimura—the purpose of the metallic panel is that it would reflect the sky, could be a bit more blue.
Pinger—re height, the NWDP wanted to concentrate height next to the freeway. Repairing what the freeway has done to these neighborhoods is a huge public need. From my standpoint, I would hope the building would be taller.
In terms of your submittal, could you get in the habit of site sections for proposals.

Stuhr—we’ve already done an historic transfer to get to this height.

Jones—Maxed on building code re storage, allows three floors of storage and counts bottom floor as separate building.

The Freeway is 75′-80′, the building at 55′.

Bradley—we’ve not finished the discussion, could you extend comment deadline and come in again next week?

Stuhr—needs comments in by the 8th, will need to check with Chris Caruso.

Jones—we could ask for a week’s extension, come in at 8:00 am next Thursday.

Theisen—would you welcome us being part of the discussion with PDOT, or would you prefer to continue that.

Rowe—You guys are more plugged into PDOT and Pettygrove than we are. Is the treatment of the street in design review?

Stuhr—ROW improvements aren’t part of design review.

Stapleton—BES might add grant money for

Rowe—what about a more extended PDOT process rather than extended design review?

Jones—we could then add neighborhood folks to the PDOT discussion.

Bradley: will of the committee? Weigh in on design, then work with PDOT? This takes out driveway discussion.

Rowe—thinks you’ll be disappointed, 16th will be battle with PDOT. L-shape not best for building, takes up more ground floor and with low volume one entrance works better.

Stapleton—a start on the greenstreet discussion will be good at this site. If there’s festival street without curb cuts it works better since there’s interference for trucks.

Pinger—our efforts are likely to be most fruitful looking at the corners.

Bicycle parking: Sarah Figliozzi, PDOT Bike Parking Program Coordinator and Devin Leibmann, Committee Member, lead a discussion about increasing bike parking in NW Portland. Bike corrals are bike racks in the parking lane, surrounded by low concrete barriers, and accommodating about 20 bikes in the space of two cars. These are relatively inexpensive to install and are being requested by businesses. In NW Portland, three businesses have contacted PDOT with a request for a bike corral: Laughing Planet and 21st Avenue Bikes, both on 21st between Kearney and Lovejoy; and 23rd Ave Custom Bikes on 23rd Avenue between Hoyt and Irving.

Erin Timmins, owner of Dragonfly Café enthusiastically expressed support for having a bike corral in front of her business. This location is particular good because it is already a no-parking zone to facilitate pedestrian visibility at the corner of 24th and Thurman. 24th is a bike boulevard, and sidewalk café seating provides a level of security for parked bikes.

Charlie Grist moved, and Bud Clark seconded, to support Dragonfly Café desire for early installation of a bike corral. Unanimously approved.

Sarah will work with Erin Timmins, Dragonfly Café owner, and Devin Liebmann, Committee member, towards this goal.

Characteristics for good bike corral locations include: corner locations; adjacent to curb extensions; no manholes in the street; fronting a business with lots of outdoor activity such as café seating; on the main street; in close proximity to a front door to a business drawing bicylists to it; and where parking meters need not be removed. The city requires that business and property owners where bike corrals will be installed be supportive and agree to maintain the corrals (sweep debris out because street sweepers do not have access). Final Streetcar DWG report: Sharon Kelly moved, and Scott Seibert seconded, to support the recommendations of the NW Streetcar Discussion Work Group and to recommend that the NWDA Board do the same. Unanimously approved.

Sidewalk cafe update presented by Bob Diedrick, representing NWNW Coalition on the advisory committee. A pedestrian design guideline was left at the library for checkout. Permit fees for sidewalk cafés is currently $10 per year. Not all cafes obtain the permit. The funds raised do not support enforcement. The fees will be raised to cover the cost of administering the program, including some enforcement. The annual fee will likely increase to about $230.
