NWDA Air Quality Committee Minutes

Present: Kathy Sharp, Bob L, Sharon Genasci

Kathy reported the AQC 2015 Work Plan passed the Board with one word change, which was duly put into the plan.

Cascade Rubber was emitting white steam/smoke from its stack on 20th and Quimby for over 45 minutes. Kathy took a photo with her I phone, which was sent in to DEQ with a report on our complaint site, www.portlandair.org. Rob Vance, DEQ Complaints Officer called Sharon to say he had been to the plant and talked with the Manager (they produce rubber parts for ESCO) and that the emissions were steam.

Sharon explained that we have had at least 4 complaints about odors and emissions, and neighbors want to know what is in the emissions? The plant is not permitted, and Rob didn’t know what was in the “steam” besides water. Sharon suggested DEQ monitor the plant, since it is closely surrounded by new housing blocks. Rob said he couldn’t do anything about monitoring, that was a different DEQ department.

We will look for someone to monitor it.

Next we talked about our discussions with Good Sam to use clean diesel in all new construction, and vehicles serving the hospital. They have asked us to produce a draft of a GNA for Good Sam to sign, based on our agreement with John Residential. Kathy reported that she has now drafted an agreement document for our next meeting.

Sharon and Kathy reported on the Site Logistics meetings to oversee the GNA with John Residential. These are going well – a few snags, mostly old trucks are the main problem. Funds promised to John Residential during our negotiations, are still in the works, and hopefully will arrive soon.

Train idling is a problem with two of our members who live next to the train station in low income housing. Amtrak trains idle at the station all night, filling their rooms with diesel odors. We are working with Kevin Downing to solve this problem.

Wendy Chung (NWDA Board) is working with us on demolition caused emissions of
lead and asbestos, which are not being properly controlled during some demolitions.

A NAC meeting was held on January 15th (ESCO Neighborhood Advisory Committee meeting). Kathy, Bob L and Sharon were present.

Air Quality Committee Meeting Minutes December 8-2014
Attended by: Kathy Sharp. Bob L., Jorjan Parker and Evan Farnhan
ESCO
At the NWDA meeting of November 24th the board voted to request that ESCO provide a formal update on the status of solving how to put controls on Slinger Bay. ESCO sent the following reply which we discussed
“The GNA emission reduction project #17 calls for ESCO to perform a feasibility study for emissions capture and control methods from pour points in slinger bay. ESCO has provided a formal update on emission reduction projects as part of our semi-annual and annual reports to DEQ, which are available on the NAC website (www.portlandnac.com). Also, the NWDA can find the status update we provided the NAC at our last meeting on October 27 on the NAC website. Completion of this project is scheduled for April 30, 2017 and since we’ve been working to complete other projects like 13, 14 and 16, we haven’t yet started this one. Our 2015 plans include this project and we are on track to complete before the due date.”
Legacy Good Samaritan
The Committee discussed the meeting with Good Samaritan. Those minutes are on the NWDA website.
Work on the Comprehensive Plan Update will continue in January.
There were no Odor Complaints. This is not unusual and is due to seasonal wind direction change.
Site Logistic Plan Update
Things are going well. We reviewed the difficulty with trucks not meeting tier4 and the importance of not idling. We have begun to contact Anderson Construction who will be beginning a project in the area. We will be sharing our Clean Diesel Agreement and hoping they will work with us to reduce diesel emissions on their construction site
